The second FBI spinoff, FBI: International, has continued to expand the global reach of the exciting procedural throughout its three seasons thus far, but the series ended with season 4. Premiering in 2021, the series follows elite agents of the FBI's Fly Team, a group tasked with protecting American citizens abroad from various threats. Spawned from the creative mind of TV maven Dick Wolf, the series turns the procedural genre on its ear with an exciting new location and new stipulations not found in any other "cop show".
As a franchise, FBI began with the debut of the eponymous series in 2018, and has rapidly expanded in the years since with two spinoffs. Though FBI: Most Wanted is a more traditional continuation of the original, International blazed its own trail with a variety of cases not found in the other shows in the Dick Wolf universe.

Critics Wish For Closure With FBI: International Season 4

One of the bright spots for critics during FBI: International season 4 is the addition of Jesse Lee Soffer as Wes Mitchell. His character helped to change up the dynamic of the team and gave a compelling leader for the audience to watch in action. Fangirlish even noted that Mitchell got more character development in a single season than others did in the entire show, which is likely what helped endear him to fans very quickly:
The best part of this final season of FBI: International has been that Wes Mitchell is a part of it. He’s brought this new drive to the team, but his character development over the season has been more than has been given to other characters over multiple seasons.
Despite the love for the character, FBI: International season 4 being the final season of the show has left critics just as frustrated as the rest of the audience. There is a lack of closure for some of the characters, and some storylines are left on cliffhangers with the clear intention to resolve them in a season 5 that is not coming. Fans called that lack of closure "a slap in the face" on social media.
The audience being frustrated with the final season is pretty well reflected in the ratings for live viewings of FBI: International season 4 as well. When the series premiered, the show was down over 30% in live viewers, and while some episodes gained viewers throughout the season, including the season finale, overall, the season was down 17% compared to season 3 (via TV Series Finale). It's that drop in viewers that helped CBS make its decision about the show's future.

Though the FBI franchise has been a successful part of the Dick Wolf universe for CBS, the network opted to cancel both FBI: International and FBI: Most Wanted before their seasons were over. Because the shows are part of an interconnected universe, it is possible characters could still appear in the flagship FBI series or in the new spinoff CIA.

Some Major Shakeups Happened In The Cast
Though they are somewhat rare, procedurals like FBI: International do see some changes in their casts over the years, and season 3 had some major shakeups behind the scenes. Heida Reed's Special Agent Jamie Kellett left the team to return to the United States, and the series introduced Special Agent Amanda Tate, played by Christina Wolfe, as a replacement.
Reed wasn't the only actor to depart the show recently, and following his season 3 exit, FBI: International lost original star Luke Kleintank who did not return to his role as SSA Scott Forrester in season 4. Fortunately, a replacement was found quickly, and Chicago P.D. alum Jesse Lee Soffer plays the new role of Supervisory Special Agent Wesley "Wes" Mitchell. Another new cast member was Jay Hayden as Agent Tyler Booth, who appeared in the second half of season 4 and fans speculate could make the transition to a different FBI series.

What The Fly Team Faced In Season 4
The conclusion of FBI: International season 3 was a little strange and was clearly written around Luke Kleintank's early departure from the show. Having discovered that Scott's mom may be held in a Russian prison, the team deduces they might be able to find out about Scott's whereabouts if they track her down. After avoiding an international incident, the team discovered that Scott and his mom were now safely on the run, with the chances of Scott's return to the FBI reduced to slim or none.
Going into season 4, the series had to move on from Scott, and the story not only maintained the case-of-the-week format but also introduced a new Supervisory Special Agent to lead the Fly Team. Much of the season was devoted to getting Soffer's Wes Mitchell into place as a leader among the agents. However, the FBI: International season 4 finale left a lot of threads dangling and cliffhangers that would have set up a potential season 5 for the series.

Many Stories Were Left Open-Ended
Because FBI: International placed a heavy focus on Mitchell in his first season, the show revealed a little bit of his backstory and relationship with his father, only to reveal that his father had a teenage daughter he had never told him about before. Mitchell decided to meet his sister in the finale, which would have likely been the push for more reveals about his personal life in season 5 as well.
The FBI: International season 4 finale did not put the fly team in on much of the action, so other characters did not get too much of a spotlight, so just where the series could have gone with them is a bit more up in the air.
